MS Paint. My version of PSP8 kept freezing, so I had to use Paint. (teh pain in the arse)

Hmm... I give it a 6/10. The neck could have been thinner, but the shinyness made it nice.
Yes, Paint is a pain. But that's quite good considering that it's paint. The Meganium looks stunned. It looks cute though!
